The Delivery Plan presents the actions that will be taken forward to deliver against the Luton Town Centre Masterplan over the next five years. It is a high-level framework of key projects and interventions to deliver a thriving town centre. The plan is aligned to our vision for the town centre – established through the Masterplan process and town-wide priorities through Luton 2040.

The plan will help to enure that all Luton residents and visitors benefit from the £1.7 billion of planned investment in the town centre, in line with the Luton 2040 vision that no one in the town has to live in poverty and everyone can thrive.
